Andrew has over 20 years of experience in senior management and executive roles across the private sector and multiple public sector organizations. He currently serves as the Executive Director and Assistant Inspector General for Management for the Office of Inspector General with the US Department of State. There, he leads the full range of internal management programs for ~500 employees and contractors, including human resources, finance, analytics, risk management, procurement, and technology.
Prior to his time at the State Department, Andrew served in multiple senior executive roles at the Internal Revenue Service. These include Acting Director, Office of Online Services; Director for Product Management and User Experience Design; and other executive roles in identity management, taxpayer services, human resources, and technology. While at IRS, he played key roles in delivering over 81 million rush payments worth more than $147 billion to counter the Pandemic, critical efforts in analytics and fraud detection, expanded remote and hybrid work, and launched new digital services, and reduced the use of paper by tens of million pages each year.
Before joining public service, Andrew held roles with Booz Allen Hamilton, Protiviti Government Services, BP Solar, and LOG-NET where he led a variety of strategy, organizational behavior, risk, and technology efforts. Andrew uses his expertise in strategy, organizational behavior, risk management, and execution excellence to help leaders guide their organizations to prepare for and respond to change. He holds a BS in Business Administration and an MS in Electronic Commerce from Carnegie Mellon University.
