Carol A. Harvey

Carol Harvey has over 35 years’ experience working with Federal supervisors, managers and executives to improve their performance through leadership development, coaching and effective human resource systems.  During her long career with the U.S. Office of Personnel Management (OPM), Carol served as a policy advisor, program administrator and management trainer. She has more than 18 years’ experience working in the national program office that administers the Senior Executive Service (SES) personnel system.  She administered Qualifications Review Boards which approve leadership qualifications for SES appointment, as well as Candidate Development Program policy and operations. 

Carol was the primary OPM speaker and trainer on how the SES personnel system works, SES qualifications, and preparing effective applications.  For many years she presented Briefings for New SES Members which were co-sponsored by OPM and the White House.  OPM estimated that she briefed over 3,000 new SES members and 3,000 Federal managers in OPM training seminars.

Carol began her Federal career with OPM’s predecessor agency, the Civil Service Commission, in the New York Regional Training Center, teaching courses in supervision and management. Later in Washington, she taught managers from developing nations techniques for implementing programs in their home countries. She also conducted a 9-week Training of Trainers program for trainers from Third World nations.

For seven years she worked in the national Federal Women's Program Office to improve employment opportunities for women throughout Government.  She focused on improving women’s representation in leadership positions, and was a founding member of the Task Force on Women in Federal Law Enforcement.  Carol worked closely with White House and Congressional staff to change laws and regulations affecting women in the workplace, and initiated a Presidential letter signed by President Carter.

On special assignment, Carol helped the Department of the Treasury establish its Treasury Executive Institute and later assisted the National Partnership for Reinventing Government in designing Federal personnel system improvements.

Carol is a native of New York and a graduate of Goucher College, where she earned her Bachelor of Science degree in Psychology.  She resides in Arlington, Virginia with two dogs, two cats and two ferrets.
